Arctic Treaty Project

For an international governance of the Arctic

Initiated by the non-governmental organisation, le Cercle Polaire in September 2007 within the context of a working group comprised of international experts in related fields, the Arctic Treaty is meant to serve as a working tool as well as to promote Arctic governance. Used by French parliamentarians within the Grenelle Environment Forum in November 2008, the Treaty directly inspired the European parliament Resolution on Arctic governance supported by two European parlementarians and was voted the ninth of October 2008. Free access to this tool for reflection of a global perspective is offered on our website as food for thought to international law experts. The Arctic Treaty proposal demonstrates the possibility of both a legal and theoretical reconciling of governance and sovereignty in the Arctic Ocean, without contradiction of or infringement upon current law. Our conviction is that with the coming of the commercial, economic and environmental globalisation of the Arctic, only management of human activity through an international management system will be able to guarantee a sustainable and responsible development of this unique environment which plays a key role in the dynamics of our planet's climate.
